If regulations go through Scottish properties will need to comply with a minimum EPC rating of C for newly let properties by 2028, the same target that could be imposed.

The requirement will extend to all PRS tenancies by the end of 2033, which is a longer deadline than the 2030 target mooted in England.

The details are in the Draft Energy Efficiency (Domestic Private Rented Property) (Scotland) Regulations.

Propertymark, the estate agency group, raised concerns of the financial burden on landlords, many of which would need to upgrade their properties.

Timothy Douglas, head of policy and campaigns at Propertymark, said: “Any proposals for Minimum Energy Efficiency Standards for the private rented sector in Scotland must be realistic and achievable as well as take into consideration the impact on supply of much needed homes to rent in rural, island and urban communities.

“Furthermore, policy makers must recognise that landlords in Scotland are not immune to financial challenges from increased mortgage and building costs and will experience further financial challenges with the onset of rent control measures contained in the Housing (Scotland) Bill.

“We will continue to engage with the Scottish government to ensure these proposals are evidence based and appropriate for the private rented sector in Scotland.”

Currently 52% of homes in the Scottish PRS are above C.
